When the net is thrown the fish get trapped whereas the water flows away deserting the fish in the process;Rahim says that the fish on the other hand , even then, cannot give up their attachment for the water

Rahim brings out the opposite qualities of water , the unaffected and fish the ever attached. The ordinary mind is ever attached to this world through the senses and dies grieving at its separation from the world, whereas the mind of a yogi or a sage is like flowing water which neither grieves at sad events nor feels any happiness ,they are unaffected by all dualities like happy-sad, heat-cold etc .

Bhagwatgeeta says in chapter 2 , shloka 56 that "one whose mind is ever undisturbed by distress, without desire for happiness, free from attachment, fear and anger, that sage's mind is stabilized in supreme consciousness"
